How Turkey’s Black Sea Transit Authority delivers comfort on challenging terrain

Trabzon, Turkey’s geography presents a formidable challenge for public transportation: steep slopes that test vehicle power on every climb, narrow winding roads that demand precision maneuvering, a climate with heavy year-round rainfall that turns surfaces slick and unpredictable, and wide settlement areas that spread deep into rural regions requiring extended service routes. Some routes extend up to 96 kilometers in one direction with more than 250 stops, while others cover short eight-kilometer urban circuits with constant stop-and-go traffic.

The diversity of terrain—from campus routes serving Karadeniz Technical University and Trabzon University to historical and touristic destinations, from neighborhood lines to remote village connections—demands vehicles that deliver consistent performance across dramatically different operating conditions. About Trabazon Transportation

Trabzon Transportation Inc. (TULAŞ), a subsidiary of Trabzon Metropolitan Municipality, operates a fleet of 168 buses serving more than 1.5 million passengers monthly in this geographically demanding region. In January 2025, TULAŞ strengthened its fleet with four Isuzu Novociti Life midibuses, representing an important step in the company’s strategy to make public transportation infrastructure more sustainable, efficient, and reliable. The decision was informed by extensive operational experience with technology that had already proven itself in the field.

TULAŞ had previously deployed twenty Otokar Doruk buses equipped with Allison transmissions, and these vehicles delivered consistent driving quality, measurable fuel savings, and overwhelmingly positive feedback from drivers operating on the region’s challenging routes. The presence of vehicles equipped with Allison fully automatic transmissions from different brands and models in TULAŞ’s fleet demonstrates the company’s consistent technological preference and the importance placed on proven infrastructure solutions.

The Proven Technical Solution

The four eight-meter Isuzu Novociti Life midibuses arrived equipped with Allison T3270R xFE fully automatic transmissions with integrated retarders. Each vehicle accommodates 60 passengers (21 seated, 39 standing) and pairs an FPT NEF4 Euro 6 engine producing 137 kW (184 hp) and 680 Nm of torque with the six-speed Allison transmission to create a drivetrain optimized for demanding urban and rural operations.


The Allison T3270R xFE model incorporates Continuous Power Technology, which delivers smoother operation and superior acceleration through full-power gear changes without interruption. This technology proves particularly valuable on Trabzon’s steep terrain, where strong acceleration provided by Allison’s torque converter and driving stability that eliminates rollback risk offer significant operational advantages. The innovative xFE (extra fuel economy) technology provides greater torque converter lockup, delivering fuel savings at higher gears and lower engine speeds—a critical benefit for routes that combine highway segments with frequent stops.

The integrated retarder enhances control on descents and reduces brake wear, extending maintenance intervals and lowering operating costs. For drivers navigating narrow mountain roads with heavy passenger loads, the automatic transmission eliminates the workload of recurring gear changes, allowing complete focus on the road.

The impact of the transmission technology extends across multiple operational dimensions. Ersin Bal, TULAŞ Transportation Planning Manager, evaluated the contribution to efficiency and service quality:

A particularly significant benefit addresses workforce development and service consistency. “The gap in driving performance that may occur between an experienced driver and a new driver is significantly reduced,” Bal explains. “This enables standardization in service.”

Fuel efficiency improvements have proven measurable and sustainable. Bal confirms that the ability to increase fuel efficiency and provide lower total operating costs was “another important reason for choosing vehicles equipped with Allison transmissions.” The combination of Continuous Power Technology, xFE fuel-saving technology and the integrated retarder reduces total operating costs while enhancing vehicle performance across all route types.

The passenger experience benefits equally from the technology.
